Prompt Sprawl Becomes Operating Debt

Prompt sprawl begins when useful instructions are saved as private messages, copied into new tools and modified without an owner. The company does not have a prompt library. It has a collection of undocumented operating procedures that happen to be written for AI.

Treat prompts as governed operating assets

• Job: the recurring business task the prompt performs.
• Owner: the role accountable for its accuracy and use.
• Inputs: the required context and approved sources.
• Output contract: the structure the next person or system expects.
• Review rule: the checks required before use or action.
• Version: the current approved form and change history.
• Retirement rule: when the asset must be replaced, merged or removed.

The Prompt Portfolio Register

1. Inventory prompts by recurring job, not by employee or tool.
2. Group duplicates that produce the same business outcome.
3. Select one candidate survivor for each job.
4. Compare inputs, constraints, outputs and known failures.
5. Publish one approved version with an owner and review date.
6. Redirect users and automations away from retired copies.
7. Record every material correction in the central asset.

The four portfolio states

• Gold: approved, tested and available for controlled retrieval.
• Active: usable but still gathering evidence or performance history.
• Candidate: experimental and blocked from production automation.
• Retired: replaced, unsafe, obsolete or duplicated.

When prompts should remain separate

Do not merge prompts merely because their wording is similar. Keep them separate when they serve different audiences, risk levels, source sets, output contracts or approval paths. Consolidate only when the business job is genuinely the same.

The operating rule

A prompt becomes operating debt when nobody can explain which version is current, why it changed or what downstream work depends on it. Govern the portfolio before adding another template.
