A phone is suitable for approving a clearly framed change. It is not suitable for reconstructing an unclear change from notifications, scattered comments and a compressed diff. Mobile review needs a handoff packet that makes the decision visible before the reviewer touches approve.
The Change Handoff Contract
- Intent: the behavior being changed and the reason.
- Scope: files, services, data and users affected.
- Risk class: copy, UI, data, authentication, payment, permissions, infrastructure or production.
- Evidence: issue, source requirement and relevant before state.
- Validation: tests run and the behavior they prove.
- Exceptions: unresolved questions, skipped tests and known limitations.
- Release: rollout, monitoring and rollback plan.
- Decision requested: inspect, approve, approve with conditions or defer.
The mobile approval path
- The author prepares the handoff before requesting review.
- Automation checks that required fields and test evidence are present.
- The reviewer reads the decision summary before the diff.
- High-risk or broad changes automatically move to desktop review.
- Conditions and unresolved issues are written into the approval record.
- Merge occurs only after the approved state is still current.
- The final release receipt links the handoff, commit, tests and rollback.
What mobile review may approve
- Narrow, reversible changes with complete evidence.
- Changes whose behavior can be verified from a focused test.
- Updates with no hidden data, permission or infrastructure impact.
- Work that another reviewer could reconstruct from the packet.
What mobile review should defer
- Large diffs, generated changes or unclear scope.
- Authentication, payment, permission or production infrastructure changes.
- Failed, skipped or unexplained tests.
- Approvals that require searching the repository or reopening the original discussion.
The operating rule
The phone should compress the decision, not the context. Approve from mobile only when the handoff makes the risk, evidence and rollback easier to understand than the notification that requested the review.
